I saw this tweet and immediately thought about ICQ:

Who’s gonna rebuild it?! Tbh, I don’t know if we even can. The (Russian) company that owned ICQ still exists, so unsure if there’s IP issue.

But felt so inspired and nostalgic, and when I went to google for the “uh oh!” sound, it brought me right back. I knew I had to build something!
